DOE Program Notices 26-1 and 26-2 — HEAR fuel switching

  • Fuel switching was removed from HEAR. A gas-to-electric swap is now the thing many of these rebates will not pay for.
  • This inverted the rule most estimators and homeowners still assume is true.
  • It applies to the state HEAR programs, so a state page can look open and still not cover your project.

What to do now

  1. 1Stop quoting the federal credit on 2026 work. Quote the state or utility program, with its status and date.
  2. 2If your project is a gas-to-electric swap, check the fuel-switching rule before anything else — it decides eligibility on its own.
  3. 3Reserve first. In every state we read, the document that protects the homeowner is the reservation or preapproval, not the application.
