CARE and FERA — utility bill discounts

Reserving

Income-qualified utility discount programs, run by the utility rather than the state energy office.
Separate from HEEHRA: a household shut out of the rebate waitlist can still be eligible here.
Requires household income documentation, not project documentation.

What to do now

1Do not sign a contract on the strength of the single-family HEEHRA number. It is a waitlist, not a reservation.
2If the household is income-qualified, work the utility programs (CARE, FERA) and weatherization first — they are a different queue.
3Ask the administrator in writing whether your project is multifamily-eligible before you quote anything.
